[Pkg-bluetooth-maintainers] Bug#501512: libbtctl: Shouldn't build depend on versioned libbluetooth-dev

Package: libbtctl
Severity: normal

Currently libbtctl build depends on libbluetooth2-dev.  This means that
the package
needs to have debian/control touched on every ABI bump.  It should instead
depend on the proper libbluetooth-dev
