I'm not sure but bluetooth-applet/bluez-gnome package does not use libbtctl
library, therefore modifying libbtctl does not affect bluez-gnome
functionality.

To confirm my guess above, I have tested to check if sending with
bluetooth-applet works or not with a non-ASCII filename by the
following instruction:

Right-click on the bluetooth-applet then click "Send File...", select a file
named "β.txt" and send it to my mobile phone, hcidump outputs the following:

< ACL data: handle 38 flags 0x02 dlen 55
    L2CAP(d): cid 0x0041 len 51 [psm 3]
      RFCOMM(d): UIH: cr 1 dlci 2 pf 0 ilen 47 fcs 0x9a
        OBEX: Put cmd(f): len 47
        Name (0x01) = Unicode length 12
        0000: 03 b2 00 2e 00 74 00 78  00 74 00 00              .....t.x.t..

The character 'β' seems to be correctly translated to "03 B2". So that I think
there is no Unicode conversion problems in sending with bluetooth-applet.
