Well, both (bluez + udev) IMO.  hid2hci in
/lib/udev/rules.d/62-bluez-hid2hci.rules is not using the whole path,
and I couldn't use it even if I modified 62-bluez-hid2hci.rules to use
/usr/sbin/hid2hci or run it from the command line.  So both
/lib/udev/rules.d/62-bluez-hid2hci.rules and /usr/sbin/hid2hci will
need to go away.  What do you think?

That change in /lib/udev/rules.d/70-hid2hci.rules should be fairly
uncontroversial.
