[Pkg-bluetooth-maintainers] Bug#795350: Include BlueZ test utilities in a new package

BlueZ provides certain test utilities in tools/ which allows to verify 
the various parts of the Bluetooth stack are working correctly.
Especially the tools/*-tester and emulator/ binaries as useful here.

BlueZ by itself doesn't install them so we would have to change this to 
get them in a package.

Developers can still compile them by there own but in a process with a 
separate QA it gets pretty useful if the binaries for the correct 
version are being build as part of the archive.

The new package should be optional and not installed when BlueZ itself 
gets installed.
