I guess it is waiting for some package to be built with latest Boost
version. Probably such package has some issue with some arch. I am not
able to be more specific because I am not following the transition.

Debian release managers are better candidates in aswering your question
although recent post on debian-release at d.o [0], which asked your same
question, did not get any answer.  You can dig into the issue looking
at classic "Why is package X not in testing yet?" page [1].

Boost is a big library collection, there is space for everybody.  You are
welcome in resolving any bug you are aware of. The team is open, show
a constant interest and your admission is granted ;)
