Closer, two comments:
a) The format diverges significantly from what is useful.
   I'd suggest to either just summarily agglomerate all copyright
   notices (as "Boost copyright") and then treat files under special
   licenses extra.
   Alternatively, you could also only group "modules" together. But
   doing a listing of every single file is not a useful presentation
   of this information.

  Example for this alternative:
    boost/accumulators:Boost Software License
      Copyright 2006 David Abrahams
      Copyright 2005, 2006 Daniel Egloff
      Copyright 2006 Oliver Gygi
      Copyright 2005, 2006 Eric Niebler
    boost/algorithm:Boost Software License
      Copyright 2002-2006 Pavol Droba
      Copyright 2004 Herve Bronnimann

   I would make an exception here to speed things up, but the next time
   around you should get this right.

b) The information is incorrect and/or inclomplete.
   There are files that are blatantly incorrect:
   boost/preprocessor/list/detail/fold_right.hpp
   This is a problem.
c) There are files labeled "unknown". Usually, copyright and
   licensing information of the surroundings are apply to them, so
   them listing as "unknown" is not a good idea. With above
   modification to the format, this is more natural, too.
