[pkg-boost-devel] Bug#544185: make libboost-dbg a dependency package which depends on the debug libraries of the default Boost version

Since the libboost-dev and liboost-*-dev packages became depedency packages
which depand on the the current default Boost version, it would be nice to have
the same for libboost-dbg. libboost-dbg currently provides the debug libraries
for Boost 1.34, whereas the Debian's default version is 1.39.
