In the upstream bug, they pointed a workarround and a previous Debian bug
report:

This report was closed by adding the dependencies, but then, they were
loosened again (to Recommends) to avoid a circular dependency:

The Boost developers marked the bug as WONTFIX, pointing to a workarround:

I don't know what would be best for Debian, but maybe this bug can be
closed. It would be nice to have some way to tell the user how to fix this
without digging into ancient bug reports, but I really can't think on any
place to do that :)
