Arguably.  Or maybe a Suggests or Recommends, depending on how
strongly dependent they are.

Some days I'm really tempted to abandon all the fine-grained packaging
and stuff everything into one huge -dev.  FWIW, you can avoid
the headache by using libboost-all-dev.
