In fact, the original poster did submit a bug upstream.  The BTS is marked as 
forwarded to https://svn.boost.org/trac/boost/ticket/8993 and you can see from 
the upstream ticket that it was recently fixed.  (Though with Boost you also 
have to check whether the fix was merged to the release branch.)

Sure, but there are more effective ways to effect change.  For example, you have 
the patch and you believe it works: so do an upload!
