[pkg-boost-devel] Bug#833794: freeorion: FTBFS with boost1.61

The FreeOrion devs could find a work around for this issue. They
basically make use of an older Boost behavior and pass

-DBOOST_OPTIONAL_CONFIG_USE_OLD_IMPLEMENTATION_OF_OPTIONAL

to CMAKE. In addition protected destructors had to be made public.

I'm downgrading the severity to normal since no other package seems to
be affected. I still think it should be properly fixed in Boost.
