Agree that it's a bug.   Recommend you use the web pages: http://www.boost.org/doc/libs/

It is a bug that is going to have to wait for someone to step forward and deal with 
upstream's unfortunate packaging and Debian's unfortunate javascript policy.  Otherwise, 
my solution will be to remove the -doc package.
