[Pkg-catalyst-maintainers] libcatalyst-modules-perl

Hello,

libcatalyst-modules-perl needs an upload. I can't do that because I'm
not a DD.The version in the archive is quite broken. i fixed that in
SVN. Also I added C::H::Controller::Scaffold. (I will remove the
seperate package from svn as our "contract" with ftp-masters says that
other modules than those in Bundle::Catalyst need to go into one single
module).
