Perhaps the URIs should go in footnotes so the justification algorithm
would not have to apply to them?

Other mangling of the manpage would be another bug.  Please make sure
$TERM and $LANG are set correctly (ask debian-user at lists.debian.org or
a related mailing list if you need help) and then report against 'man'
if all manpages are mangled, against 'chromium-browser' again if just
chromium's.
