[Pkg-chromium-maint] Debian Stable chromium-browser version lagging behind

Hey,
chromium-browser is currently version 20 on Debian Testing; version 21 on
Debian Unstable; and version 6 on Debian Stable.
Why is Debian Stable lagging so far behind? Is it due to chromium-browser's
dependencies not being up-to-date?
I often have to Kill Pages (opening two tabs at a time is enough to freeze
my browser) and can't use very many browser extensions since
chromium-browser is so out of date. Plus, I can't upgrade to Debian Testing
because it has broken fglrx support (I actually installed Debian Stable
over the weekend because of this). :(
