Hi!

Since Chromium 16, pinned tabs "glow" when they want to attract the
user attention. Before, they were just using a different color. The
glowing effect eats CPU cycle. This was pretty severe with Chromium 16
and it is now better but eating CPU cycle, even when Chromium is not
exposed is just dumb.

The bug has already been reported upstream:

It is marked as fixed after the CPU usage went from 50% to 10%. There
is no other fix scheduled:

 > CPU usage in this case is down to 10%. That's still stupid, but it
 > doesn't look like it's our code for the most part. We can file
 > individual bugs for more detailed stuff.

I don't know if it is easy but going back to the old behaviour (just a
different color) would be more sane than eating 10% of CPU. A static
cooler is more green-compliant.
