http://www.debian.org/Bugs/Developer#severities sayeth:

	wishlist
		for any feature request, and also for any bugs that are
		very difficult to fix due to major design considerations.

If we had a simple way to detect whether a server has the old Apache
bug asanka mentioned or the newer Apache misconfiguration you
mentioned, this would be easy to fix.  Unfortunately, no one has
provided that.

Incidentally, severities don't actually matter.  Working code matters.
