Agreed.

No, history is not a cache.  Unlike the cache which just saves time
downloading, history allows users to retrace their steps and
determines what pages autocomplete should resolve to in the location
bar.  It is as precious as, say, remembered window locations in
various programs, which also go in $HOME/.config.  In the usual
filesystem hierarchy, it would go under /var/lib, not /var/cache.

Do you know if there are any plans for an XDG_STATE_HOME that could be
kept separate from configuration but considered more precious than
XDG_CACHE_HOME?
