I could reproduce this as recently as the version mentioned in the -done
mail, simply by removing all the configuration/state directories
Chromium creates at startup so it had a fresh start, or by running it
under a fresh user account.  It would prompt for a search engine at
startup, and that dialog was not closeable.

I haven't retested with a version of chrome newer than 16 yet.
