[Pkg-chromium-maint] Bug#712492: first page load of chromium takes very long

Dear Maintainer,

when starting chromium for the first time after a fresh system start,
page loads take very long (about 30s) to initiate the load of the
page. It doesn't matter which page it is. Chromium simply doesn't load
any page within that 30 second period.

How to reproduce:
- Boot a fresh system
- Start chromium
- Type any URL
- Wait about 30 seconds (loading indicator rotates, but it seems that
no network request is being sent for that duration)

My best guess is that it's not actually Chromium's fault, but a
dependency, because if I re-start chromium, it works instantly.

This is reproducible on at least 2 of my debian jessie machines, and
started with the upgrade to 27.0.1453.110-1.
