[Pkg-chromium-maint] Bug#724860: chromium: Chromium window does not obey "raise on click" policy

I can add that this behavior happens when "Settings > Use system title 
bar and borders" is disabled. On the other hand, when Chromium uses the 
system windows, the raise on click behavior is obeyed correctly.
