[Pkg-chromium-maint] Bug#634101: chromium: Ads on the "new tab" page

I rebuilt the patch from scratch (since the chromium source changed
considerably in the last year), and have now got a version that works
for 29.0.1547.57, which is the current version in unstable and testing.
Instead of yanking out the promo subsystem's source lines, I
encapsulated them in
#ifdef PROMO_SYSTEM
...
#endif /* PROMO_SYSTEM */
This define is, of course, not set anywhere, so the system is disabled
by default.
Note that the promo subsystem's functions seem to have expanded to
include the "browser sign in" feature, and automatic website signins
based on that. Since I don't use that feature, I'm not really certain
that it still functions with this patch applied. Apart from that, I
tested the patch and it doesn't seem to affect any of the normal
browsing features.
