[Pkg-chromium-maint] Bug#726191: chromium: Misleading permission messages when Flash is not installed

What steps will reproduce the problem?
1. Make sure Flash is not installed
2. Visit a page with Flash embedded

What is the expected result?

The flash applet should not run. Perhaps a warning (which can be
disabled) advising that there are unsupported elements in the page could be displayed.

What happens instead?

A message: 'Shockwave Flash needs your permission to run' is displayed. Since Shockwave Flash is not installed, this is misleading.  If the user grants permission, there is no warning that the Flash applet is not running.

The same message appears within the placeholders in the elements in question.
