[Pkg-chromium-maint] Bug#748867: chromium: translation no longer working

   * What led up to the situation?

Some *days* after I upgraded chromium (ie in the last 1-2 days):

chromium:amd64 37.0.2062.120-3 -> 38.0.2125.101-1

I not only received the "API Keys missing" message which displays almost too
briefly to click on the "learn more" link, but the translation feature of
chromium failed (even though it claimed to be working).

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Tried clearing chromium cache, removed/purged chromium and reinstalled.
(No resolution).

Downgrading to 37.0.2062.120-1~deb7u1 restored translation ability, but it
had been working for a while in 38.0.2125.101-1.

   * What was the outcome of this action?
   * What outcome did you expect instead?
