Web pages do not respond to mouse movement events. For instance, Google
search results do not get drawn with an underline when I mouse over
them. I also cannot drag pages' scroll bars.

If I scroll the page with the mouse wheel, and the mouse pointer happens
to enter a page element due to the page scrolling the element underneath
it, then the mouse enter event fires, but the mouse pointer remains
virtually stuck inside the element until I scroll the page again.

This happened with version 41 as well. I'm running inside a VirtualBox
VM with these input devices:

Mouse enter/exit/hover events work find in other programs (e.g., the
scroll bar of the GVim window into which I am typing this bug changes
appearance when I mouse over it, and I can drag the scrollbar just fine)
and xev shows plenty of MotionNotify events when I move the mouse
pointer around in its window.
