It shouldn't break anything, however enabling some experimental feature
doesn't seem ideal. People might create streams with SVC, and then the
libvpx project might decide to change the bitstream and suddenly the
streams are completely undecodeable unless you use exactly that
version.
I'm not much in favour of this, however if Fedora and Archlinux already
enabled that it's too late anyway.
