[Pkg-chromium-maint] Bug#854511: chromium: Media-router has been re-enabled, making cast-extension useless

Dear Maintainer,

As described in #833477, the built-in (and non-functional) media-router
renders the old (and otherwise functional) cast-extension useless.
In this version, the media-router has somehow been re-enabled, breaking cast
support once again.
Disabling the media-router in chrome://flags does not work, which might
suggest that this is an upstream problem.
