Dear Maintainer,

Please consider reopening this bug since it still present in chromium 55x.
Mouse scroll  over tabs for switch between tabs doesn't work as expected. I have to scroll twice up/down
if the mouse pointer leaves chromium window instead of once for switch between tabs. It worked fine in earlier versions, 
before 55x and after 49x.

Scroll over tabs for switch between tabs is a nice feature provided by chromium. I know it's a trivial issue but
it would be nice to have it working just fine, as expected, under Stretch.
