[Pkg-chromium-maint] Bug#856573: chromium: pulldown menus not working (not pulling down)

On chromium 56 and 55 (and maybe 54, but I forget now), pulldown menus
do not work.  To reproduce it, I start chromium with a clean profile:

$ mv ~/.config/chromium/ ~/.config/chromium-backup-while-testing
$ rm -fr /tmp/chrome-debug/
$ chromium --user-data-dir=/tmp/chrome-debug &

Once chromium starts, I visit /tmp/dropdowntest.html (attached) by
typing /tmp/dropdowntest.html into the url bar.

It displays fine (see attached screenshot).  However, clicking on the
menu button ("Fresh Milk") does not bring forth the menu.  Instead, the
slightly gray color of the lower half of the button icon moves to the
upper half (while the mouse button is held down).  But the selection
remains "Fresh Milk."  By using the up- and down-arrow keys, I can
select a different item ("Old Cheese", "Hot Bread").  But that's the
only way.

A similar problem is that clicking on the the three vertical dots in the
upper-right-hand corner no longer pulls down a menu (it does nothing
instead).  I can still get to the settings page by hand, using
chrome://settings/, and I can exit etc. using other chrome magic urls.

I believe that the two problems (pulldown menus and the main three-dots
menu) are similar because they started happening together, either with
chromium 55 or 54.

(I don't have a google account, so I haven't submitted an upstream bug report.)
