[Pkg-chromium-maint] Bug#857829: "view certificate" is hidden in a subsubsubmenu

The button for "show certificate" is way out of reach for
such an important function. Test case:

I would recomment to make it available in the "Secure/Not secure"
menu (shown on right-click on the lock in the url line).
