[Pkg-chromium-maint] Bug#881471: chromium translates tilde to underscore when downloading from packages.debian.org

Hi all,

Firefox is not affected by the issue laid out below.

All versions of chromium from 9 and above are affected.

Note: Versions of chromium in Debian below 9 have not been tested.

Reproduce...

* Intsall and run chromium.
* Go to...
  https://packages.debian.org/stretch/chromium
  https://packages.debian.org/stretch/firefox-esr
* On right of each page, download the...
  <package_name>_<version>-<build_number>~deb9uN.<debian.tar.xz>

Should happen...

Download the file and it contain the correct tilde before 'deb9uN'.

Does happen...

File is downloaded with underscore where tilde should be.
