[Pkg-chromium-maint] Bug#886358: chromium: Enable Hangouts screensharing extension

Currently debian/rules:52 disables hangouts services (which includes
screenshare feature). I didn't test it, but based on information
elsewhere, simply enabling the flag should make Google Hangouts
screensharing work with Chromium.
