[pkg-cinnamon] Bug#788280: Lock on suspend should be always enabled by default

Lock on suspend is enabled by default in case of directly user suspend command (for example from menu) but not when launched by cinnamon-settings-daemon (suspend on low/critical battery, closing notebook ecc...)
I think is important for security have it enabled by default.
Can be done with this setting:
[org.cinnamon.settings-daemon.plugins.power]
lock-on-suspend=true
I think can be good backport this change also to cinnamon 2.2 in Jessie.
