This is a good point. It seems to me that no icon is displayed if the
menu-icon filename doesn't exist or icon name can't be looked up in
a theme.
Maybe it would be better to use the path mentioned by Christoph
– /usr/share/icons/gnome/scalable/places/start-here.svg.
Dependency-wise, cinnamon depends on gnome-icon-theme-symbolic, which
depends on gnome-icon-theme, so that path should be okay to use.
On the other hand, then the user's preferred theme can't show its own
icon, but this limitation is also with debian-swirl icon name as it is
not widely used (e.g. icon-theme-faenza has start-here-debian-symbolic
that is suited for this use).
