Just to add some context, cinnamon-launcher falls back to metacity as a window 
manager and gnome-panel or tint2 for a panel if cinnamon fails to start 
correctly. Neither of these three are dependencies of cinnamon, and I don't 
think they should be. These are only used in case of a total system failure to 
show something to the user.

It would be nice if the launcher script had more fallback options, but I think 
that it should be a valid installation if the user doesn't want to install 
them.

Maybe adding this information to the Readme.Debian file will be enough.
