Hi,

The libgnome-keyring library is deprecated and its usage is strongly
discouraged [1].  Applications should use libsecret [2] instead.

Your package cinnamon declares a build-dependency on
libgnome-keyring-dev bug does not actually link against libgnome-keyring0.

Please check, if that Build-Depends is no longer needed and can be dropped or
if the application needs to be ported to libsecret.
