[pkg-cinnamon] Bug#873295: function keys not working on debian testing/sid

I was using Debian Stretch cinnamon edition and upgrade it to testing and I
couldn't use function key combination to increase/decrease volume and
brightness.
Also Ctrl+Alt+T wasn't working to run terminal

What is interesting is when I used Mate display those keys were functional.
I noticed that Cinnamon package is the same but some other package caused
it seems it had affected Mate DE.

I even tried to upgrade to sid without success.

And about 2-3 weeks ago I install Debian buster cinnamon from netinstall
and everything was working perfectly.

I am running now Debian Stretch stable with backports and those controls
are working properly.
