Automatic commit mails for darcs repositories

Raphaël Hertzog kindly added Marco Baringer's script to /usr/local/bin
(as per the Alioth RT #310536 [1]) and thus I've updated the Debian wiki
page for darcs on Alioth [2]: no more need to be CL-specific ;-)
