Justification: renders package unusable (uninstallable)
cl-irc has gained a dependency on cl-usocket, which is nowhere to be
found; I don't even see an ITP or RFP for it, much less evidence of an
actual upload. Could you please either package cl-usocket or somehow
arrange to do without it?
