According to Debian policy 3.7.3.0 §7.2:

| [Recommends] declares a strong, but not absolute, dependency.
| The `Recommends' field should list packages that would be found
| together with this one in all but unusual installations.

slime should either Recommend or Suggest cl-swank, *NOT* Depend on it,
because M-x slime connect RET allows slime to use the swank of another
host.

This is like X clients not depending on an X server, because you can
run the X client and server on separate hosts (i.e. a thin client).
