Alceste's packages moved to team maintenance

Hello!

Since I found that Alceste's packages (Ironclad, TBNL and URL-REWRITE)
are not yet team-maintained, I moved them, taking the opportunity to
switch to Git: Ironclad [1] and URL-REWRITE [2].

TBNL has a different story: upstream renamed it to Hunchentoot a long
time ago (a Debian package is already available [3]), thus I simply
created a dummy transitional package to ease transition.  As soon as
lenny is out, I'll ask for its removal.

I'll write to the Release Team to ask for a freeze exception, since
there are no significant changes.
