Bug#560781: clc and central-registry issues

Hi all,

These bugs only describe expected behavior.

From 6.19 onwards common-lisp-controller is no longer doing this. I will
update the clc documentation and add a NEWS file to point this out more
clearly (I hope).

I've attached the NEWS file for you to review.
