Hello maintainer,

I am rejecting cl-babel.  Due to the nature of the BSD style license, all copyright holders must be listed in debian/copyright.  The following are missing:

src/enc-cp1251.lisp is (C) 2009 Andrey Moskvitin 
src/streams.lisp is (C) 2005-2007 Dr. Edmund Weitz and (C) 2008 Attila Lendvai.
