It was recently officially acknowledged that many CL packages suffer
from this condition due to the complete lack of maintenance power and
they are going to get orphaned. So any help with those packages is
welcome and it's the only way to keep them in Debian. See

Yes. First you should do the work and find a sponsor for your uploads.
If you intend to maintain the packages seriously, you should become a
Debian Developer or a Debian Maintainer sooner or later. AFAIK it's a
bit complicated process (especially as for Debian Developers) requiring
some work and patience on your side. But once you become a DD/DM, you
no longer need a sponsor which makes some things easier.
