Changing the source/format to 3.0 (quilt) seems to work, and I've
uploaded new release candidates to mentors.
Can you look at them?
Note that if you already uploaded anything to any official repo,
I'll have to renumber packages to -2 instead.

LICENSE is created by the Makefile, and I don't know the correct way
