How does the Team work?

Hi all!

    I've been playing with some CL related stuff in debian for some time
and decided I want to help as part of the team recently. Thanks to the
project admins I'm now already approved and have started poking around.

    I haven't seen much team koordination on-list and it seems there's
no IRC / wiki / ... stuff so I'll just go asking here some
questions. Basically I'd like to get some info about general
workflow.

    Is there ome set of people looking for some special package or is ir
more like everyone does as much as she/he can do? I've seen quite some
packages with lots of stuff already on the master branch, is there some
hint why noone uploaded yet? Or may I assume it's just the people went
out of time for now and come back later?
