Hi,
While working on the “reproducible builds” effort [1], we have noticed
that sbcl fails to build from source, when when locales-all is installed but
not locales:

or directory
debian/rules:45: recipe for target 'build-arch-stamp' failed
make: *** [build-arch-stamp] Error 1
dpkg-buildpackage: error: debian/rules build gave error exit status 2
E: Failed autobuilding of package
The full log is available at https://reproducible.debian.net/sbcl (but doesn't
really show much more. Also you need to know that our pbuilder setup has
locales-all, which provides: locales, installed.
I'm not really sure atm how to this should be expressed, as build-conflicts
does not exist. Maybe this bug should also be of "important" severity only,
please downgrade if you think so.
