new clisp packages

Dear Christoph, dear all,

it seems due to some rather unhappy miss clisp didn't make it into 
stretch, although the two RC bugs are completely trivial: One is
fixed by a simple patch, the other is outdated and unreproducible
and should have been closed already back than.

I stumpled upon this because the TeX index program `xindy' also
didn't make it into stretch because it needs clisp :-(

Anyway, in TeX Live upstream we have rebuild xindy on many different
arch, and nowadays use the latest releases of clisp, 2.49.5{0,1,...}

I have taken the liberty to prepare a package, as reference, of
the latest 2.49.51 version:

deb http://www.preining.info/debian/ clisp main
deb-src http://www.preining.info/debian/ clisp main

The changelog is:
clisp (1:2.49.51-0.1) UNRELEASED; urgency=medium

  * Non-maintainer upload
  * New testing releases
    - does use proper find -perm syntax (Closes: #724767)
    - close unreproducible bug about FTBFS of stumpwm (Closes: #752726)
  * Update/remove patches
  * adjust build/install layout to new directory names
  * add necessary debian/rules targets
  * bump standards version, no changes necessary
  * bump debhelper version

I know I should have done all this earlier, but we were busy releasing
TeX Live and so it somehow didn't work out.

I would be very happy to see clisp back in testing so that xindy can
be used again, at least hopefully for the next release.
