I switched in a sid chroot. It did *not* contain contrib, but still
downloaded cltl with apt-get source. Unfortunately it got the old
version, not 28.
This was prompted since the official status page
https://www.debian.org/international/l10n/po-debconf/de
says one fuzzy string. This seems to be incorrect, then.
So sorry for the noise.
