I had the same problem, but I've found a workaround for it.
I was initially using gnome-cups-manager -- it would freeze for over 15
minutes with cups-driverd and cupsys eating 100% CPU, before I even got
to see a list of printers. I did also try the web interface -- it did
give me a list of printers, but failed to add anything. (cups-driverd
was using 100% CPU.)
BTW, I've found what looks like the same problem reported at
http://lists.ubuntu.com/archives/ubuntu-devel/2006-April/017291.html
It magically fixed itself after I removed the following symlink:
/usr/share/ppd/cups-transitional-dir -> ../cups/model
(Note the symlink: /usr/share/cups/model/ppd -> /usr/share/ppd)
It might be necessary to rm -fr /var/cache/cups at the same time.
It now takes around ten seconds!
I had tried rm -fr /var/cache/cups first, and I also reinstalled cups,
but that didn't seem to have any effect. (Actually, removing the cache
just seemed to make things slower. cups-driverd ended up using 100 MB
either way, but it took a lot longer after removing the cache.)
